CBP Issues Guidance for Steel and Aluminum Tariffs Effective March 12

Dear Valued Customer,

On March 7, 2025, in Cargo Systems Messaging Service, U.S. Customs and Border Protection (CBP) issued guidance on imports from all countries of iron and steel and aluminum products and their derivatives.  The 25 percent tariff increase is effective on March 12, 2025, at 12:01 a.m. Eastern time when entered for consumption, or withdrawn from warehouse for consumption.  There is not an in-transit exclusion for this effective date.

Guidance for Importers and Customs Brokers

In these notices, CBP confirmed applicable headings and subheadings for the tariff increases with an updated steel and aluminum HTS list, as well as guidance on exclusions, quota, foreign trade zone (FTZ) and reporting multiple HTS numbers.  Guidance was provided for steel melt and pour requirements and aluminum smelt and cast reporting requirements.  Drawback is not available for these Section 232 duties. 

Aluminum from Russia is subject to 200 percent duties on the entire value of the imported article.  CBP provided a quick view Section 232 chart of the applicable Chapter 99 HTS numbers and impacted countries for these additional tariffs. 

  • Derivative Content Reporting

CBP provided specific filing instructions for reporting derivatives when the steel or aluminum content is the same as the entered value, unknown or less than the entered value of the imported article. The non-steel or non-aluminum content value is reported on a separate line in the entry.

  • Guidance on Exclusions

Importer-specific exclusions for 232 are effective until their expiration date or until excluded product is imported, whichever occurs first.  All general approved exclusions (GAEs) expire on March 11, 2025, and will be subject to the 25 percent duty rate on March 12, 2025.

  • Guidance on Quota

All Section 232 tariff rate and absolute quotas expire on March 11, 2025, and must be presented to CBP by 4:30 p.m. local port time on March 11th.  If the entry does not reach quota status by this time, the entry will not qualify under quota.  The entry should be refiled with applicable 232 duties.

  • Importer documentation

Importers will need to confirm with their manufacturer the weight in kilos (kg) and the value of the iron, steel or aluminum content of their products.  Best practice includes adding additional detailed information to your commercial invoice for entry purposes and communicating this information to your customs broker.
